The following enquiry was made by Councillor Hill at the meeting of City Council held on November 20, 2006:

“Recognizing that the:

  • Riversdale Local Area Plan (LAP) is currently being drafted;
  • City Park Local Area Plan (LAP) is scheduled to hold its third meeting; and
  • that the two future Plans remaining are Westmount and Varsity View.
  1. Would the Administration please report on the possibility of extending the LAP Process to include Kelsey Woodlawn, Mayfair and North Park – either in the entire LAP format or some variation of?
  2. Would the Administration please report on neighbourhoods that may require the LAP process in the near future

The following enquiry was made by Councillor Hill at the meeting of City Council held on December 18, 2006:

"The City's Zoning Bylaw Regulations allow Bed and Breakfasts to have one window sign with a maximum letter size of 3.5 inches.

I have been advised that this signage is too small to allow guests of the Bed and Breakfast to identify the precise location.

Could the Administration please report on the rationale for the existing regulations, possible larger sizes for signs (e.g. 24" x 36"), locations of signs and the process to change the Sign Regulations?"


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on August 13, 2007:

"Would the Administration provide a detailed report on the status of every capital project and the status of all reserves.

Please include:

  • details of project overage and how the overage was funded;
  • what estimated overages, if any, we can expect on projects not reported to date; and the status of each reserve, including balance at the start of the fiscal year."

The following enquiry was made by Councillor Hill at the meeting of City Council held on November 5, 2007:

“Would the City Solicitor please report on a possible amendment to the definition of “election sign" in the Temporary Sign Bylaw to clearly prohibit third party signs not authorized by a candidate or political party, or an authorized agent of either a candidate or political party."

“Would the Solicitors office report on the possibility of Segways being used on City Sidewalks as mobility devices."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on May 20, 2008:

“Would the Administration please report on changing the Animal Control Bylaw to allow dogs on lead in riverbank parks."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on May 20, 2008:

“Would Infrastructure Services please report on possible traffic calming measures to slow the speed of vehicles on Princess Street between 2nd Avenue North and 7th Avenue North."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on July 14, 2008:

“Would the Administration please report on the possibility of allowing longboards as an alternate means of transportation in the City Centre No Skateboard Zone."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on October 27, 2008:

“Would the Administration please report on potential traffic calming measures on Churchill Drive from Warman Road to Ravine Drive."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on November 17, 2008:

“Would the Administration report on potential traffic calming at the intersection of 25th Street West and Avenue E North.  The primary concern is for pedestrians crossing 25th Street at the east and west sides of the intersection."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on December 1, 2008:

“Numerous residents have expressed concern about the speed and volume of traffic at the intersection of 7th Avenue and Princess Street.  Many people have told of countless near misses between vehicles and pedestrians.  The current calming measures are not adequate.

Would the Administration please report on turning the intersection into a 4 way stop."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on January 12, 2009:

“I have received numerous calls regarding pedestrian safety while crossing Spadina Crescent in the City Park neighbourhood.

Would the Administration please report on possible traffic calming and pedestrian safety measures for the intersection of Spadina Crescent and Duke Street, and/or Spadina Crescent and Duchess Street."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on May 4, 2009:

“At the last series of ward meetings the one issue that was repeated at all ten, was traffic safety with particular reference to speeding in residential neighbourhoods.

Numerous municipalities have implemented very successful programs with citizen volunteers monitoring speeding.

Would the Administration report on the feasibility of implementing a similar program and of purchasing, possibly in partnership with SGI, a portable speed display board that could be made available to community associations or other community based groups that are interested in monitoring speeds in their neighbourhoods."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on June 22, 2009:

“Would the administration please report on possible solutions to calm traffic volume and speed on Avenue C from 33rd Street North to the railway track line between 39th and 40th Streets."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on June 22, 2009:

“Will the administration please report on various funding or financing options for a replacement program of water lines with lead connections.  Specifically the possibility of spreading the costs over a period of 3-5 years on the property tax or local improvement fee."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on July 13, 2009:

“Would the Administration please report on what would be involved in having a formal Local Improvement Policy to address issues such as paving alleys, constructing sidewalks and other infrastructure upgrades.

Please ensure that it includes details on the fees placed on the tax roll for up to a maximum of 15 years."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on July 13, 2009:

“There have been numerous complaints about noise, vandalism, partying and other unsavoury activities around the Weir late at night.

Last year the Administration reported on gating and locking the parking lot at the weir.  It was determined that Saskatoon Police Services would increase patrols in the area in an attempt to combat the problems that are adversely affecting the residents in the area.

These efforts have not been successful.  Would the Administration report back in an expeditious manner, on gating and locking the Weir parking lot.  Please include recommended timeframes for the closure of access, keeping in mind that there is an early morning user group of joggers, walkers, and other respectful users of the parking lot."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on July 13, 2009:

“Would the Administration please report on the current policy of using asphalt for skate pads in neighbourhood parks.

Please provide details specific to a cost comparison of asphalt to concrete.

Please include not only installation but life cycle costs with regards to maintenance and replacement, and the life expectancy of each installation.

Please ensure that an adequate sampling of quotes on each application are provided.  For example, with respect to the Wilson Park project, there were significant differences between the City’s quotes and those received by local residents."


The following enquiry was made by Councillor D. Hill at the meeting of City Council held on August 17, 2009:

“Many residents have expressed concerns about the crosswalk located at Balmoral Street and 7th Avenue East.  It has been reported that vehicles rarely stop for pedestrians.  Would the Administration report on either enhanced signage or traffic calming measures to improve pedestrian safety."
